DSI-6411, archived at the National Climatic Data Center (NCDC). Historical data set DSI-6411 is comprised of soil moisture data and the accompanying information for the agricultural regions of Western Russia (European Russia, west of the Ural Mountains) and the Ukraine for late 1991 ...
